The only trace I could dig out about Waits' Norvegian roots is : ...Tom's father Frank Waits worked at Belmont High School as a teacher of Spanish. His parents came from celtic roots, both Scottich and Irish. Tom's mother was also a teacher her parents were Norwegian...
it's from British Library records.
